Information on International Travel (PDF)

International travel with equipment that is owned by the University of Cincinnati, to include but not limited to: laptop computers, mobile devices, or lab items (GPS, any device that contains encrypted software, etc.), may require a license or license exception certification prior to travel. The hand-carry or shipment of items may be prohibited or restricted by U.S. export control laws and the import control laws of the destination country.

Foreign Travel Briefing & Acknowledgement (PDF)

This form contains information for any UC faculty, staff, or student that will be traveling to a sanctioned or embargoed country on behalf of the university.  This form is to be used in conjunction with the International Travel Certification form if traveling with UC owned property.

The completion of this form is recommended for all UC personnel that travel internationally to conduct business, research, or other activities related to their employment at UC and carry UC owned items such as laptops, smart phones, prototypes, samples, etc. The items are considered UC owned if issued through grant, contract, or other funds while employed at UC.

Guidelines for Federal Research Agencies Regarding Foreign Talent Recruitment Programs (PDF)

The White House Office of Science and Technology Policy definittion of a Foreign Talent Recruitment Program is the following:  

“…any program, position, or activity that includes compensation in the form of cash, in-kind compensation, including research funding, promised future compensation, complimentary foreign travel, things of non de minimis value, honorific titles, career advancement opportunities, or other types of remuneration or consideration directly provided by a foreign country at any level (national, provincial, or local) or their designee, or an entity based in, funded by, or affiliated with a foreign country, whether or not directly sponsored by the foreign country, to an individual, whether directly or indirectly stated in the arrangement, contract, or other documentation at issue.”

Some foreign governments have attempted to violate U.S. research integrity principles through foreign talent recruitment programs. However, it’s important to distinguish between foreign talent recruitment programs that follow U.S. research integrity principles and those that do not.

Advertisements, recruitment materials and study-related materials are an extension of the informed consent process.  The UC IRB reviews recruitment and study-related materials according to federal regulations [both Department of Health and Human Services (DHHS) and Food and Drug Administration (FDA) ], International Conference on Harmonization (ICH) Guidelines (if applicable) and the Board’s policies and procedures. These regulations and guidelines require that Institutional Review Boards (IRBs)] make sure that the selection of participants for a study is equitable.
